Who Files FDA Prior Notice for a US Food Import? Roles for Buyers to Confirm

Who Files Fda Prior Notice Importer · Buyer checklist · October 17, 2026

Should the supplier, buyer, broker or forwarder file Prior Notice?

Start with the exact product and shipment

Several parties may participate in submitting data, but the importer should explicitly assign the filing task and confirmation handoff. A freight booking does not assign this legal responsibility by itself.

Make the handoff actionable

Name one accountable filer and a backup, identify the product and manufacturer data source, agree when the confirmation will be sent, and include the entry/broker contact in the arrival plan. Verify current FDA timing rules for the transportation mode.

Confirm the boundary before cargo moves

Avoid “everyone thought someone else filed it.” Do not treat a booking confirmation, bill of lading or commercial invoice as a Prior Notice confirmation.

Prepare a quote request

Include the product name and model, supplier city and pickup address, destination ZIP code, cargo-ready date, total pieces, packed dimensions and gross weight. State whether freight is palletized, stackable, temperature-sensitive or subject to special handling. For regulated or restricted goods, attach the current product documents and request written carrier review before delivery to the warehouse. Review the [relevant ANELGO service page](/) and send the details through the [shipment inquiry form](../index.html#quote).
